Standing Committee on Human Rights meets 

Islamabad, October 17, 2022 (PPI-OT):16th meeting of the Standing Committee on Human Rights was held today under the Chairpersonship of Dr. Mahreen Razzaq Bhutto, MNA, in Committee Room No. 7 (fourth floor) Parliament House. The meeting commenced with recitation from the Holy Quran. After a brief introduction of the participants, the Committee decided to proceed as per agenda items.

The Committee considered the Bill titled “The Domestic Violence (Prevention and Protection) Bill, 2021” in its meeting. The Hon Federal Minister for Law and Justice briefed the Committee regarding the Bill. He informed the Committee that the purpose of the Bill is to protect the rights of women, children, elders and other vulnerable persons who resides together at one place and are victims of domestic violence.

The Bill aims to establish an effective system of protection, relief and rehabilitation of the victims, of domestic violence, who are in domestic relationship. The Hon. Federal Minister further informed that the provincial Governments of Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa have already enacted legislation at their respective provincial levels. Similarly, the Ministry of Human Rights proposed the legal and institutional framework for the territorial jurisdiction of Islamabad Capital Territory.

The Committee was further informed that the Bill was passed by the Senate with amendments and introduced in the National Assembly for consideration, the Standing Committee considered the Bill and after detailed discussion, the Committee recommended that the bill may be passed by the National Assembly, the honourable member Ms. Aliya Kamran expressed her reservations and submitted note of dissent on the Bill.
