Sindh Chief Minister directs action against departments which failed to utilise development budget

Karachi, May 04, 2016 (PPI-OT):Sindh Chief Minister Syed Qaim Ali Shah giving guidelines for the next annual development programme (ADP-2016-17) has directed the finance and development department teams to work out new budget strategies. He expressing his displeasure on some of the provincial departments which have failed to utilize their development funds and directed the chief secretary Sindh to hold a meeting with concerned officers and recommend action against them.

He issued these directives while presiding over a joint meeting of Planning and Development and Finance Department here at the CM House. The meeting was attended by Senior Minister for Finance Syed Murad Ali Shah, Chief Secretary Siddique Memon, Principal Secretary Alamuddin Bullo, Additional Chief Secretary (Dev) Mohammad Waseem, Secretary Finance Sohail Rajput, Secretary P and D Rehana Memon and DG P and D and others.

Senior Minister for Finance Syed Murad Ali Shah said that the provincial ADP for current financial year was Rs142 billion, district ADP Rs20 billion, Viability Gap Fund (VGF) Rs15 billion, foreign aided projects Rs26.985 billion and federal PSDP Rs9.664 billion. He added that the total development portfolio of the province was Rs213.649.

The senior minister who also holds the portfolio of Planning and Development Department said that some of the departments were not taking their development schemes seriously. The P and D has been holding meetings with the concerned departments despite the fact their performance in respect of their development portfolio was not satisfactory.

Additional Chief Secretary (Development) Mohammad Waseem said that the finance department has released 100 percent allocation for 392 schemes which the allocation of less than Rs25 million and they would be completed by June 2016. He added that by the end of June 2016 some 577 schemes would be completed which would be a record.

He pointed out that Auqaf, Zakat and Religious Affairs departments have utilized Rs34.949 million against the releases of Rs226.3 million which constitutes 15 percent utilization. Similarly, Excise and Taxation department has utilised only three percent of their uplift budget. They finance department has released them Rs30.66 million against which they have utilised only Rs977,000.

He added that the Health department has substantial allocation of Rs13 billion against which Rs10.2 billion has been released but its utilisation stands at Rs2.37 million which comes to 23 percent. Information Technology Department has also failed to utilise its released funds of Rs120.97 million. Their total utilisation is Rs1.667 million which is hardly one percent. Similarly, Katchi Abadis department has also failed to utilise their released funds of Rs43.5 million. Their utilisation is zero.

Mr Waseem also pointed out that the social welfare department has utilised only 12 percent funds, special education department zero, Mines and Mineral 7 percent, Labour department 18 percent, Livestock 18 percent. On this, the chief minister expressed his displeasure and asked the chief secretary to call the concerned officers and get them explanation about their failure and then suggest action against them.

The chief minister directed the senior minister for Finance Syed Murad Ali Shah to guide his finance and Planning and Development team to work out a detailed strategy paper for development portfolio for the next financial year. “We have to complete the on-going scheme. Therefore, they must be given top priority in allocation,” he said. The chief minister also directed the P and D department to start inspection of all the on-going and near completion schemes and give him report.

CM Directs IG for Security

Sindh Chief Minister Syed Qaim Ali Shah has directed Inspector General of Police Mr AD Khwaja to ensure proper security all over the province during Shab-i-Mairaj. He urged him to direct all the senior police officers to personally monitor security arrangements in their respective areas. The chief minister urged the Muslim brothers to offer special prayers for prosperity of Pakistan and especially of Sindh.
