Karachi, June 02, 2017 (PPI-OT):Sindh Chief Minister Syed Murad Ali Shah has said that he would strengthen local bodies financially by giving them substantial share through provincial finance commission. This he said while presiding over a second preliminary PFC meeting at CM House today. The meeting was attended by official and non- official members, including Local government minister Jam Khan Shoro, Mayer Karachi Waseem Akhtar, MPAs Makhdoom Rafiq, Faisal Sabzwari, Mayor Sukkur Arsalan Islam, Principal Secretary to CM Sohail Rajput, Secretary Finance Hassan Naqvi and others.
The chief minister said that during the current financial year Rs61 billion have been given interim PFC. “next year we would give you more funds to make you effectively functional,” he said and added that the Local bodies have to explore more avenue to improve their financial health. Secretary Finance Hassan Naqvi briefed the PFC members about the criteria of PFC. He added that weight age is given to population, backwardness and performance in terms of revenue collection.
The chief minister said that under the PFC award a great slice of their funds go into salaries, pension, pol and in establishment expenditures. “Therefore, the local bodies would be given development funds from District ADP and other programs,” he said and added that presently Rs4 bn ADP schemes are in progress through KMC.
The chief minister said that on-ward district ADP would be executed through local bodies. The chief minister authorised Local Govt Minister Jam Khan Shoro to hold at least two more meetings during Ramzan to discuss the PFC formula. “When you reach close to consensus I’ll chair another meeting(s) to finalise it,” the chief minister said. In the meeting the formulas of previous PFC Awards were discussed and deliberated. The chief minister said that the PFC award is given for four years and the award Sindh government was going to award would be appreciated.
