Karachi, January 30, 2014 (PPI-OT): The Chief Minister Sindh Syed Qaim Ali Shah has directed all the Administrative Secretaries of the Sindh government to expedite the pace of development works, ensure full utilization of their annual allocations, complete their development schemes within stipulated period and submit complete reports of the vacancies of their respective departments within a week time.
He said that the matter of, appointments in the Education and Local Government beyond the strength would be taken and decided in the next Cabinet meeting. This he directed, while presiding over the meeting of all Administrative Secretaries of Government of Sindh at CM House today.
The Chief Secretary Sindh Sajjad Saleem Hotiyana, Additional Chief Secretary (P and D) Arif Ahmed Khan, Additional Chief Secretary (Home) Syed Mumtaz Ali Shah and All the Administrative Secretaries attended the meeting.
Addressing the meeting the Chief Minister Sindh Syed Qaim Ali Shah said that to provide basic facilities, generate employment opportunities for people, alleviate the poverty from the society and maintain the law and order were the prime responsibilities of the Government, whereas to implement the policies and directives of elected, democratic government was the duty of the officers and whosoever neglect the orders would face the music.
The Chief Minister Sindh also directed the officers to avoid from getting their postings through influence, as he (CM) believes in the merit and performance, while posting an officer on the important post.
He said that he himself had earned the confidence of Shaheed Zulfiqar Ali Bhutto by implementing this principle, while delivering his duties as federal minister of different portfolios including the portfolio of Federal Minister of Establishment.
The Chief Minister Sindh said that here he has called this meeting to ascertain the performance of last 7 months of this government with reference of development works and to know job vacancies available in different government departments.
He said that during his last tenure as many as (02) two Lac youth were provided direct and indirect jobs, who and their families reciprocally elected this Government. He said that keeping in view the past experience in development works this financial year 2013-14, we have fixed the total development outlay of Rs. 165 billion and released 50% of total outlay to the concerned departments with 1st 6 months of the financial year with strategy that remaining 50% to be released them during last 6 months of the financial year to ensure full utilization, but still criticism from various quarter including press is going on. Which may be because, lack of proper publicity of these works.
He said that performances of each department must be highlighted for the information of common man. The Chief Minister said that Health, Education, and Local Government were the most important departments to ensure at least basic facilities to the people on their door step, but instead of investment of huge amount in these sectors, people are lacking the proper facilities, for which officers of the concerned department are accountable to the government and people as well.
The Additional Chief Secretary (P and D) Mr. Arif Ahmed Khan said that the impression of certain elements about slow pace of development work is not true as out of total development outlay of Rs. 165 billion, Rs. 80 billion have been released to the concerned department during 1st half of financial year out of which Rs. 41 billion have been utilized which stands 53% utilization of released amount, he said such performance was much better than the other provinces including the Punjab in some sectors. He said that due to transactional problem in the 1st half of financial year, the utilization of development funds remains slow but from the month of January to May, traditionally the pace of development works is always more accelerated and speedier and hopefully the released development outlay would be utilized within the stipulatly period.
The Secretary Finance, while presenting comparative statement for utilization of development funds said that as compared to 33.5 billion, 9.4% of total outlay released in first 6 months of FY 2011-12, we have released about 50% i.e. Rs. 80 billion in the first 6 months of FY 2013-14, out of which more than Rs. 41 billion so far have been consumed. He said that this performance achieved instead of the fact that we are experiencing receipt short fall of Rs. 66 billion including Rs. 46 billion from federal government and Rs. 20 billion from Sindh Government revenue organisations.
The Chief Minister Sindh Syed Qaim Ali Shah said that the proper working strength and skilled manpower was also essential to get desired and designed result from government organisations. He directed that all Administrative Secretaries to go through their sanctioned working strength and submit vacancies position to him within a week time. He said that positions from BPS-16 and above to be got filled through Public Service Commission whereas from BPS1 to 15 purely on merit basis through recruitment committees.
